Sudarshan Agarwal served as Secretary General, Rajya Sabha for over 12 years and later on as the Member of the Human Rights Commission. He has served as Governor of the States of Uttarakhand and Sikkim from January, 2003 to July, 2008. He is a former President of the Delhi Gymkhana Club and former Director of Rotary International having served as such during the period 1987 – 89.
